The introduction of CIF, CIF Taiwan, IPEP

一、CIF Taiwan

為增進我國社工實務工作者深入學習其他國家社會福利與社會工作，及提供各國社工來臺灣學習交流的機會，臺灣社會工作專業人員協會(Taiwan Association of Social Workers) 與許多社工夥伴推動成立(2014/7/19)了臺灣社會工作專業人員國際交流協會(CIF Taiwan)。

同年8月，CIF Taiwan經CIF International國際總會核可為其分會(National Branch)，可選送臺灣社工參加CIF各國NB舉辦之IPEP(International Professional Exchange Programs for Social Workers)，亦可舉辦IPEP，供各國社工來臺灣參加與交流。

 

二、CIF前身 — CIP (Cleveland International Program )

本方案創辦人Henry B. Ollendorff (1907-1979，德國人)取得法學博士後擔任勞工執業律師。1938年為逃離納粹移居美國，受訓為社工碩士，從事兒少及家庭工作。Henry期待透過不同國家社工與青年領導者齊聚交流之國際方案，避免恐怖戰爭再度發生。1956年，第一次於美國俄亥俄州克里夫蘭舉辦，目標為搭起不同種族、宗教等群體之橋樑，促進體會覺察人際尊重，及國際間對和平之理解。

 

三、CIF (Council of International Fellowship)

1960 年，曾參加CIP者，為分享夥伴關係，成立CIF。迄今，遍布五大洲、三十幾國家建立分會(branch)，並仍舉辦當初CIP相似目標之方案，以提倡世界和平為宗旨，提升社會工作、青年工作，及特殊教育等領域專業知識，並藉由參與者相互交流與聯繫，促進差異文化瞭解。CIF International網站： www.cifinternational.com

 

四、社工國際交流方案(International Professional Exchange Program for Social workers)

各國PEPs雖因地制宜有所不同，但皆含以下五項要素：

1. 多元文化團體體驗(Experience in a multicultural group)：不同國參與者交流分享工作方法、干預技巧、想法，介紹自己國家的社會、經濟狀態等，以達跨文化與專業知能訓練目地。

2. 交流方案介紹(Orientation / Theoretical program)：旨在提供理論架構，從歷史觀點瞭解主辦國社會、經濟、文化相關趨勢，並建立團體聚合、容忍及理解。

3. 機構見習(Agency placement / Field placement)：參與者被安排於所選興趣或專長領域相關組織受訓，觀察並體驗該國專業社會工作。因語言與時間限制，僅得參與觀察，不直接對案主工作。

4. 寄宿家庭生活(Host family living)：提供參與者獨一無二文化體驗，增進對多樣性差異之理解與容忍，並持續發展跨文化情誼。

5. 評估 (Evaluation)：提供機會給參與者闡明新獲得印象、知識及經驗等，主辦單位並藉此評估方案成效。

    

五、申請與審查

1. 簡章公告：各國分會年度方案可由CIF Internatiional (總會)網站瀏覽簡章 www.cifinternational.com，各分會IPEP申請表亦由此網站下載。

2. 申請資格：社會工作專業學歷、具二年全職直接服務社工年資。具英語流利口說與理解能力(部分國家要求會當地官方語言)。其他資格條件、方案起迄日、申請截止日及費用等，請詳見CIF總會網站。

3. 申請方式：申請者應向自己國家的CIF national branch提出申請，臺灣社工人員應向CIF Taiwan申請。

4. 費用：多數CIF各國分會收報名費，該費用將用以支付和方案相關行程之餐食與交通。參與者另需負擔來回機票、旅行平安險(尤其醫療險)，及個人零用花費(各分會支付項目可能不同，請事先瞭解)。

5. 審查程序：各CIF national branch收到同國社工申請表後，評選委員先行篩選(口試或面試)；核准參與名單後，為其撰寫推薦信，提送至各主辦國的CIF national branch；各分會就各國送來之名單，進行決選、公告及通知。

    

六、參加者的責任&義務(CIF對參與者之期待)

• Your own travel costs to and from the exchange program

• Full travel insurance coverage including third party liability and health (verification from the insurer must be presented prior to the commencement of the program).

• The registration fee as specified by the country to which you are applying.

• Visa application costs if applicable.

• Living expenses which are not related to participation in the actual program, e.g. toiletries, gifts, souvenirs, personal travel and all expenses before and after the program).

• Costs associated with phone calls and internet usage.

• Active participation for the length of the program. Visiting family or friends during the duration of the program is not an accepted practice as this interferes with the intention and integrity of the program. Any private travel arrangements should be organized outside of the specified program dates.

• participants are not able to work while participating in the CIF exchange program.

• Understand and speak English fluently or the program language of the country as specified.

• Commit to be an active member of CIF Taiwan for at least 2 years after you return from your exchange program.
